Should restaurants be allowed to add automatic service fees to every bill?

Surprise service charges, kitchen fees, and wellness surcharges keep showing up at the bottom of the check. Restaurants say margins are brutal; diners say just raise the prices honestly. Fair way to pay staff, or junk fees in disguise?
