Should fan votes be allowed to save the lowest-scoring couple on Dancing with the Stars?

Mariah Carey Night ended with Ciara Miller and Brandon Armstrong going home, while Guillermo and Witney Carson survived despite the night's lowest score, a 13 out of 30. Maura Higgins and Mark Ballas topped the leaderboard with 25. Is that the fan vote doing exactly what it should, or is the dancing starting to matter less than the fanbase?
